I have to submit an application that my appointment to the third class in the Hong Kong Cadet Service be antedated, on the

following grounde:-

1.

It is laid down that seniority in Class III. is dependent upon

date of appointment to that class.

2.

I have for years held appointments in Wei Hai Wei correspond-

ing, except in quantity of work to those of Class III. posts in Hong Kong. For example in 1905 I was appointed Registrar of the High Court and in 1907 was appointed Magistrate Coroner and Regie-

trar of Marriages.

None of these posta carried with them any emolument additional

to my pay as a Cadet.

I have also acted as District Officer for a total period of over

two and a half years, the latter part of which covered the period of

the Revolution and disturbances in the neighbouring Districts.

I have to call attention to paragraph 4 of 0.0. No. 35670/1934

Sartim and submit that to antedate my appointment to class III. to a time

between the appointments of Mr. Tratman and Mr. Wood to that Claes

and to regard the annual increment of salary in the class as having

been earned by my service in Wei Hai Wei would be in accordance with

the meaning of that paragraph; for otherwise my juniors will be

drawing a higher salary in the same Class through no fault of my own.
